Ce projet pr\u00e9voyait de r\u00e9duire le d\u00e9ficit \u00e0 3\u00a0% du PIB. Afin d&#39;atteindre ce but, des coupes budg\u00e9taires rigoureuses \u00e9taient pr\u00e9vues pour un montant de 30 milliards d&#39;euros coupl\u00e9 avec 20 milliards de recettes suppl\u00e9mentaires au moyen de nouveaux imp\u00f4ts.<\/span><\/p>\n<p><span class=\"hidden_text\">D\u00e9but octobre le d\u00e9bat autour de la ratification du pacte budg\u00e9taire europ\u00e9en a commenc\u00e9. Celui-l\u00e0 m\u00eame qui pr\u00e9voyait d&#39;imposer une limite du d\u00e9ficit \u00e0 3\u00a0% du PIB. D\u00e9j\u00e0 \u00e0 l&#39;\u00e9poque, les premiers doutes s&#39;\u00e9taient fait entendre. Parmi ceux qui les exprimaient se trouvaient le premier secr\u00e9taire du parti socialiste fran\u00e7ais, Harlem D\u00e9sir, le pr\u00e9sident de l&#39;Assembl\u00e9e nationale, Claude Bartolone, et m\u00eame le ministre des Affaires \u00e9trang\u00e8res, Laurent Fabius. Mais Fran\u00e7ois Hollande \u00e9tait ferme et persuad\u00e9 de la possibilit\u00e9 d&#39;atteindre le but fix\u00e9, malgr\u00e9 les mises en garde de la Commission europ\u00e9enne, du Fonds mon\u00e9taire international et les avis des experts ind\u00e9pendants. Tous pointaient le bilan d\u00e9cevant de 2012, la baisse de comp\u00e9titivit\u00e9, l&#39;augmentation du ch\u00f4mage et la baisse de la croissance bien inf\u00e9rieure \u00e0 celle esp\u00e9r\u00e9e.<\/span><\/p>\n<p><span class=\"hidden_text\">Et voil\u00e0 que cette semaine le d\u00e9nouement est tomb\u00e9. Le premier ministre Jean Marc Ayrault a communiqu\u00e9 qu&#39;en 2013 la France ne r\u00e9ussira pas \u00e0 r\u00e9duire le d\u00e9ficit budg\u00e9taire \u00e0 3\u00a0%. \u00ab\u00a0Le d\u00e9ficit budg\u00e9taire d\u00e9passera 3\u00a0% du PIB en 2013, car la croissance \u00e9conomique en France, en Europe et dans le Monde est inf\u00e9rieure aux pr\u00e9visions.\u00a0\u00bb a-t-il dit. Toutefois, il sugg\u00e8re que la diff\u00e9rence entre la valeur r\u00e9elle et souhait\u00e9e ne sera pas grande sans avancer de chiffres. Rappelons que le pacte budg\u00e9taire europ\u00e9en pr\u00e9voit des sanctions allant jusqu&#39;\u00e0 0,1\u00a0% du PIB pour les contrevenants. Ces fonds iront alimenter le m\u00e9canisme europ\u00e9en de stabilit\u00e9.<\/span><\/p>\n<p><span class=\"hidden_text\">Fait int\u00e9ressant, le lendemain de la d\u00e9claration du premier ministre Ayrault, J\u00f6rg Asmussen, membre du conseil de la Banque centrale europ\u00e9enne, a \u00e9galement prononc\u00e9 un discours o\u00f9 il a soulign\u00e9 l&#39;importance de garder comme objectif la r\u00e9duction du d\u00e9ficit \u00e0 3\u00a0% du PIB et que Paris et Berlin se devaient de servir d&#39;exemple aux autres pays de la zone euro.
